The 2001 Anthrax attacks had adversely affected the U.S. economy, costing taxpayers $27 million , even if the effects to public health and national security were not as effective in comparison to weapons of mass destruction. The current DURC policy has several limitations in providing oversight due to its applicability only to institutions that receive federal funding and a defined list of agents, toxins and experiment categories. The policy burdens Institutional Review Entities (IRE) by placing on them the added responsibility for review and mitigation of DURC that is already performed by federal agencies. These added oversights could stifle potentially beneficial DURC projects. The following two policy alternatives are proposed to address gaps in the current policy: 1. Increased researcher accountability and self-governance. 2. Expand federal and institutional governance to include Gain of Function (GOF) research and other risky pathogens. Different Types of Abuse in the Elderly Population The aging population in the United State is at risk for not only chronic health problems, but abuse including, physical, sexual, psychological/emotional, and/or financial. With the increase number of elders being seen by healthcare professionals it is important to know what suspicions to look for, to report accurately and appropriately. Financial Abuse Financial elder abuse â€Å"is the unauthorized or improper use of the elder’s resources for monetary or personal benefit, profit, or gain such as forgery, theft, or improper use of guardianship or power of attorney† (Jarvis, 2016, p.104). Financial abuse has been described as not only stealing money or possessions, but also coarsening someone into signing papers or checks. According to Peterson et al. (2014), the most common person to take advantage financially of elderly person is a family member. It may not come as a surprise but older adults hindered with disabilities have a higher instance of financial abuse (Peterson et al., 2014). Disabilities can include impairment with ADL’s and/or dementia, but most commonly an older adult who has to rely on others for daily activities. After getting ownership if ICI start manufacturing all or most of the required raw material locally then they can significantly reduce the volume of import thus avoiding the heavy import duties imposed by the govt.
